Noted Toronto lawyer and arbitrator Martin Teplitsky awarded librarians and professors at the University of Toronto a 4.5% wage hike over two years. In what seems to be a trend, the demands of the provincial government to adhere to wage freeze were ignored with the arbitrator refusing to even take it into consideration. What's apparent is that the current framework has created a hierarchy of workers with non-unionized public sector workers being subjected to a statutory wage freeze that their unionize counterparts won't experience.
